WINNIPEG VOTES: Gillingham promises to improve customer service at city hall

Winnipeg mayoral candidate Scott Gillingham has pledged to reorganize city hall to improve customer service and reduce waiting times for permits, among others.

On Monday, the outgoing St. James councillor promised to reorganize city hall over the next term. The goals would be to improve customer service by bringing public-facing customer service units like 311 and permit approvals into a single department, which would be led by a manager with customer service expertise.

The other reorganizational goal would be to unite by-law enforcement units together to increase cross-training and improve enforcement standards.

Gillingham says he would ask city council to approve and monitor performance indicators to evaluate service delivery.

“We task some of our departments with policy, regulation, enforcement and service all at the same time, and sometimes, those goals are colliding,” Gillingham said in a news release.

The reorganization would be designed to avoid adding new management positions. Gillingham says he would add at least six development case officers to the public services to help businesses and people secure faster permits and development approvals.

The case officers would report to the customer service department rather than the existing property, planning and development department.

Gillingham is one of eight candidates who have filed their nomination papers ahead of the Tuesday deadline.

The other candidates to have filed their nomination papers are Glen Murray, Chris Clacio, Kevin Klein, Rana Bokhari, Jenny Motkaluk, Idris Adelakun and Rick Shone. There was a total of 15 candidates who registered for mayor.

As of Monday afternoon, three current councillors have no challengers: Markus Chambers (St. Norbert-Seine River), Sherri Rollins (Fort Rouge-East Fort Garry) and Devi Sharma (Old Kildonan).

The deadline to file nomination papers is Tuesday at 4:30 p.m.
